This is the mother of centralization. Why is it hard to know? Firstly, we don’t know who the people were in the room at the moment of decision. Secondly, the conversation wasn’t recorded. Even centralized governments have systems of accountability and transparency that ensure we know what is happening. This type of thing should never happen in a decentralized system, particularly one of this magnitude and importance. This type of lack of transparency is what will bring in the regulators if we as a community don’t start to act responsibly.
